Motrex LLC Director, Environmental Compliance in Muncie, Indiana

Overview

Provide leadership and direction to plants regarding implementation of Environmental Programs to ensure compliance with permits, regulations, and company policies. The position establishes priorities, strategic direction and manages activities necessary to ensure compliance with federal, state and local laws. The position is part of the Motrex LLC, Environmental, Health & Safety (EHS) team, and reports to the Chief Counsel, Environmental, Health & Safety.

Job Location:

  • Alpharetta, GA; or,

  • Home office in close proximity (within 30 miles) of Muncie, IN or Forest City, MO

Responsibilities

  • Direct and oversee environmental compliance programs to ensure plant operations meet permit and regulatory requirements.

  • Provide expertise and instruction to secondary lead smelter operations to ensure compliance with complex environmental permits, including: Resource Conservation and Recovery Act (RCRA) Part B permit, Title V Air permit, National Pollutant Discharge Elimination System (NPDES) permits, and Industrial Wastewater Discharge permitting.

  • Provide direction and instruction to facility personnel to ensure compliance with applicable regulations, including: National Emission Standards for Hazardous Air Pollutants (NESHAP), New Source Performance Standards (NSPS); Treatment, Storage and Disposal Facilities (TSDF); Large Quantity Generators (LQGs).

  • Work closely with the operations team, including plant management and environmental personnel to ensure proper implementation of environmental compliance programs, including proper practices for environmental monitoring; reporting and recordkeeping; standard operating procedures and work instructions for operation and maintenance of air pollution control devices; and detailed work instructions and checklists necessary to ensure day-to-day compliance.

  • Be proficient with and provide instruction to plants regarding proper completion of complex environmental reporting and recordkeeping requirements, including: Toxic Inventory Release (TRI) Form R reporting; Tier II Reporting; Annual Emissions Inventory; Title V Annual Compliance Certifications, Quarterly NESHAP reporting; and Chemical Data Reporting.

  • Support plants with developing permit applications and modifications, responding to agency Requests for Information (RFI) and/or other technical support;

  • Develop environmental training content and conduct training to meet permit and regulatory-required environmental requirements, such as hazardous waste management and storm water pollution prevention;

  • Support sites with prevention, preparation and management of emergency occurrences through development and review of site-specific emergency contingency plans and periodic drills;

  • Provide as needed support to sites during periods of environmental personnel transition;

  • Maintain effective relationship with plant managers, environmental personnel, and corporate management;

  • Supervise and manage work performed by environmental consultants, vendors and service providers as needed;

  • Other assignments and projects, as necessary.

Qualifications

  • 10-12 years’ experience with environmental regulatory compliance programs and environmental permits in the manufacturing or heavy industrial or metals industry

  • Bachelor Degree in Environmental Management, Business, Engineering or relevant discipline;

  • Ability to translate regulatory knowledge into policies and procedures; and into standard work practices for implementation by plant operations personnel

  • SME on RCRA/hazardous waste regulations applicable to Treatment, Storage and Disposal Facilities (TSDF) and Large Quantity Generators (LQGs)

  • Ability to analyze and understand environmental regulations;

  • Expertise in applying environmental knowledge, data analysis and facilitation skills to develop solutions for effective management of site environmental permits and regulatory requirements;

  • Demonstrated ability to work collaboratively and persuasively with all levels of the organization to influence change;

  • Ability to effectively present information and respond to questions from managers, employees, outside agencies and the general public; and,

  • Ability to wear required personal protective equipment, including a respirator, and move throughout a manufacturing facility in the performance of work responsibilities.

Travel and Other Requirements:

  • Willingness to travel to facilities approximately 25% of the time (up to 50%).
